The Uganda NGO Bureau has suspended the operating permit of Chapter Four Uganda with immediate effect, citing intelligence reports linking the organization to activities prejudicial to national security.
In a letter dated January 9, 2026, addressed to the Executive Director, the Bureau said investigations were launched after intelligence suggested the organization violated Section 42(d) of the NGO Act.
Chapter Four has been ordered to halt all operations until the probe concludes, though it will be given a chance to respond during the investigation.
The suspension halts all activities and involves notifications to key authorities, including the Inspector General of Police, the Uganda Registration Services Bureau, and the Uganda Bankers Association, ensuring the group cannot continue operations during this period.
The decision, signed by Dr. Okello Stephen, Secretary to the NGO Bureau, aligns with the Bureau’s mandate to regulate, monitor, and oversee NGOs across Uganda.
By press time, Chapter Four Uganda had not responded publicly to the suspension or the allegations.
