Democratic Party (DP) president Norbert Mao has openly declared that he meets all the constitutional requirements to contest for the position of Speaker of Parliament, setting the stage for an early power contest in Uganda’s 12th Parliament.
Speaking during a DP press conference earlier today , Mao who was recently elected Member of Parliament for Laroo–Pece in the 2026 general elections dismissed speculation questioning his eligibility and political intentions.
“I qualify and have the minimum qualifications for the Speaker of Parliament,” Mao stated.

Mao’s remarks follow growing public chatter about his ambitions, especially after his recent discussions with incumbent Speaker Anita Among, which fueled rumours of behind-the-scenes maneuvering over the powerful parliamentary seat.
The DP leader clarified that his comments were meant to put the matter to rest, insisting that his interest, if pursued, would be grounded firmly within the Constitution.
Spotlight on the 11th Parliament
Mao’s declaration signals a tightening leadership race ahead of the inauguration of the 11th Parliament, where the Speaker elected by Members of Parliament plays a central role in shaping legislative priorities, enforcing parliamentary discipline, and steering debates on national reforms.
With political alliances still fluid and reforms high on the agenda, Mao’s statement is already reshaping conversations within and beyond Parliament about who will control the House in the new political term.
