The Mufti of Uganda, His Eminence Dr. Sheikh Shaban Ramadhan Mubaje, has officially banned Sheikh Swaleh Mubiru from preaching or conducting any Islamic learning sessions darus across the country.
The tough directive was delivered on Tuesday, November 18, 2025, by Dr. Ziyad Swaleh Lubanga, the Director of Sharia, during a media briefing at the Uganda Muslim Supreme Council (UMSC) headquarters in Old Kampala.

According to UMSC, Sheikh Mubiru has been spreading teachings considered misleading and contradictory to the four main pillars of Islamic jurisprudence the Holy Qur’an, Hadith, Ijma, and Qiyas. The Mufti says this decision is meant to protect the integrity of Islam, promote unity, and stop confusion allegedly fueled by elements linked to the Quraniun Movement.
Dr. Lubanga noted that the ban is not permanent. He revealed that Sheikh Mubiru will be allowed back to the pulpit only after he reforms, apologizes, and returns to the rightful Islamic path. Imams have already been instructed to inform their congregations, while Muslims were advised to stay away from the controversial teachings.
Deputy Director of Sharia, Sheikh Salim Bbosa, stressed that the ban takes immediate effect. He further warned that any media houses including social media platforms that host Sheikh Mubiru’s teachings will face legal consequences from UMSC.

The announcement was witnessed by several UMSC departmental heads and members of the special committee overseeing the matter.
