Museveni Commissions Mega Factories in Luwero, Hails Jobs And Clean Energy Drive

President Yoweri Kaguta Museveni on Tuesday commissioned two major industrial projects in Luwero District, marking a significant boost to Uganda’s push for agro-industrialisation, value addition and clean energy.

The facilities include the PRO Industries ethanol and Extra-Neutral Alcohol (ENA) plant in Ndibulungi Village and the Victoria Sugar Limited factory. The President was accompanied by the First Lady and Minister of Education and Sports, Janet Kataaha Museveni.

At PRO Industries, President Museveni praised the US$100 million investment, describing it as the largest ENA and ethanol plant in East Africa. The factory produces 120,000 litres of ENA and 35,000 litres of ethanol daily and works with more than 2,000 local farmers.

He welcomed Uganda’s mandatory ethanol blending policy, set to take effect in January 2026, saying it will cut fuel imports, support local producers and promote cleaner energy.

At Victoria Sugar Limited, the President commended the company for its role in industrial growth, wealth creation and energy security. He reaffirmed government’s commitment to improving workers’ welfare, including addressing the minimum wage, and reducing the cost of electricity, transport and water to make Ugandan industries more competitive.

The Victoria Group employs over 8,000 Ugandans, supports more than 9,000 livelihoods, generates 15 megawatts of clean power, and has invested over US$150 million in the country.
