Museveni Rejects Caning of Lawbreakers, Urges Police to Use Non-Lethal Methods Carefully

President Yoweri Kaguta Museveni has strongly rejected the practice of caning lawbreakers, calling for more professional and restrained methods of law enforcement.

Speaking during his end-of-year national address, the President said the police should rely on non-lethal crowd-control measures, such as tear gas, but use them with greater caution to avoid harming innocent bystanders.

“I reject the practice of caning lawbreakers. The police should use non-lethal methods, such as tear gas, more carefully, ensuring bystanders are at a safe distance before deployment,” Museveni said.

The President emphasized the need for discipline and respect for human rights while maintaining law and order, urging security agencies to balance firmness with responsibility.

His remarks come amid ongoing public debate over policing methods and the use of force, as government pushes for more professional and accountable security operations.
