President Yoweri Museveni has proposed exempting scientists from Pay As You Earn (PAYE) tax, in a move aimed at retaining skilled professionals and strengthening Uganda’s economic stability.
Speaking at the launch of the NAROVAC anti-tick vaccine, Museveni argued that scientists play a critical role in national development and should be supported through favorable tax policies. He pointed out that similar exemptions already exist for security personnel, including the army and police, to maintain capacity and morale.
The President emphasized that investing in science and technology remains central to Uganda’s long-term growth strategy. He noted that the government has already taken steps to increase scientists’ salaries as part of broader efforts to attract and retain top talent.
Museveni also highlighted the importance of research institutions such as National Livestock Resources Research Institute (NaLIRRI), which continue to drive innovation in key sectors like livestock and agriculture.
The proposal signals a renewed government focus on empowering scientists as vital contributors to economic transformation and sustainable development.
