Four senior officials of Kotido Municipal Council have been arrested over the alleged misappropriation of UGX 1 billion meant for road rehabilitation and maintenance within Kotido Municipality.
The arrests were carried out by State Anti-Corruption Unit in collaboration with Uganda Police Force in Kotido District following investigations into the handling of road funds for the 2024/2025 financial year.
The suspects are:
Okaja Emmanuel – Town Clerk
Okidi Gasper – Senior Civil Engineer
Akello Deo Nyanga – Senior Internal Auditor
Lokure John Bosco – Assistant Inventory Officer

According to preliminary findings, the officials allegedly conspired and embezzled over UGX 200 million earmarked for construction materials for various municipal roads. The missing materials reportedly include 1,735.7 trips of gravel, 250 bags of cement, 25 trips of hardcore, and 10 trips of sand.
Investigators further allege that the Town Clerk and Senior Civil Engineer neglected their official duties by failing to properly supervise, monitor, and enforce compliance with approved construction guidelines.
This negligence is said to have affected several roads, including Miresiae–Napawu Road, Morungor–Kotyanga Road, Nangayum–Kawlapei Road, Chairman’s Road, Business Road, and Romrom–Nakutakuwam Road.
The suspects are currently in custody and are expected to be arraigned before court as investigations continue into the alleged corruption scandal.
