UCC Boss Drops Fresh Warning After Internet Comes Back: “VPN Users We Are Coming For You”

Just hours after internet access was restored across the country, Uganda Communications Commission (UCC) Executive Director Nyombi Thembo issued a stern warning targeting VPN usage, sparking fresh debate online.

In a televised address on 18 January 2026, Nyombi Thembo spoke shortly after the government lifted a five-day nationwide internet shutdown that had plunged Uganda into digital darkness ahead of the 15 January general elections.

“Anyone bypassing internet restrictions with VPNs risks having their devices permanently blocked from accessing the network.”Thembo said.

The shutdown, enforced from 13 January, blocked access to social media platforms, messaging apps, and web browsing services, with authorities claiming the move was necessary to curb election-related “security threats.”

However, the dramatic blackout triggered widespread criticism both locally and internationally. Amnesty International and Human Rights Watch condemned the shutdown, calling it a serious violation of freedom of expression and access to information rights.

Digital monitoring group NetBlocks estimates the shutdown affected over 50 million Ugandans and inflicted economic losses of approximately $10 million per day, dealing a heavy blow to businesses, online services, and digital communication nationwide.

With the internet now restored, Nyombi’s latest warning against VPN usage signals continued tight control over Uganda’s online space  raising fresh concerns over digital freedoms in the post-election period.
