UGX 20 Million Railways Scam: Man Charged Over Forged ‘Presidential’ Appointment Letter

A man accused of masterminding a high-level forgery scam involving the Uganda Railways Corporation (URC) has been arraigned before court and remanded.

This afternoon, Arinda Nicholas was produced before the Buganda Road Chief Magistrate’s Court by the State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

Arinda was charged with forgery, uttering a false document, and obtaining money by false pretence. Court remanded him until 9th March 2026 as investigations continue.

According to prosecutors, Arinda, together with another suspect who is still on the run, fraudulently created a fake appointment letter dated 4th December 2024 (Ref: PO/23). The document falsely claimed that Mr. Nagwomu Alfred had been appointed Managing Director of the Uganda Railways Corporation.

Investigators revealed that the forged letter was purportedly signed by H.E. the President of Uganda, a claim authorities say is completely false.

The court heard that Arinda went on to extort more than UGX 20 million from Mr. Nagwomu, falsely alleging that the money was required to “facilitate” and secure the said appointment at URC.

State prosecutors say the case highlights a growing trend of individuals abusing the names of top government offices to defraud unsuspecting citizens.

Authorities confirmed that efforts are underway to track down the second suspect linked to the scam, warning the public to remain vigilant and verify all government appointments through official channels.
