The Inspector General of Police (IGP) Abbas Byakagaba has confirmed the appointment of SP Racheal Kawala as the new spokesperson for Kampala Metropolitan Police (KMP).
Kawala, who has been serving as the Wamala Region Police spokesperson, replaces SSP Patrick Onyango. Onyango has now been transferred to the Chief Political Commissariat, where he will head the publications unit.
ASP Luke Owoyesigyire will continue to serve as Kawala’s deputy to support communication across the metropolitan region.

Kawala has spent the last four years in Wamala Region where she gained praise for her professionalism, transparency and strong relationship with both the public and media. She is remembered for promoting open communication and improving police-community relations, especially during key public operations.
Her deployment to Kampala comes at a time when the city is expected to experience heightened political activities ahead of the 2026 General Elections, with more public rallies and demonstrations anticipated.
Meanwhile, SP Lameck Kigozi has been appointed to replace Kawala in Wamala Region. Kigozi is known for his calm approach and extensive experience in community policing.
While announcing the changes, IGP Byakagaba noted that the reshuffles are aimed at boosting police leadership and ensuring effective communication in key departments.
