Bukono County MP Persis Namuganza has officially entered the race for Speaker of Parliament for the 2026–2031 term, setting the stage for a high-stakes contest against incumbent Speaker Anita Among.
In a statement announcing her bid, Persis Namuganza said her campaign is anchored on promoting unity, transparency and inclusive leadership in the 12th Parliament.
She pledged to ensure that all Members of Parliament are given a fair platform to contribute to national debate, while strengthening accountability and order in the House.

Namuganza, who has previously been vocal about the conduct and independence of parliamentary leadership, pointed to her recent academic milestone as part of her preparedness for the role. She recently completed a law degree at Islamic University in Uganda (IUIU), which she says has sharpened her understanding of constitutionalism, procedure and legislative oversight.
Her declaration adds momentum to an already competitive race. Incumbent Speaker Anita Among is seeking re-election, while Norbert Mao, the president of the Democratic Party, has also been mentioned among the contenders.
The Speaker of Parliament is elected by Members of Parliament at the first sitting of a new Parliament, making the opening of the 12th Parliament a decisive moment that could reshape the leadership and tone of Uganda’s legislature for the next five years.
